Restructuring States – Peace Process – Arms Submission – Fighters’ Integration – Settling the number of Provinces – Naming the Provinces – Reintegration – Constitutional Court –Identification by caste, community, bla bla became main issues to Bye time easily.

After fours years of dillydallying and very casual efforts of discussion in the Constituent Assembly (CA) in the name of drafting the statute of the country, that should be completed by the period of 2yrs time, as per the public mandate, the chieftain/s of the large political parties including the United Communist Party – Maoist (UCPN-M), leader Mr. Puspa Kamal Dahal (Prachanda) with all the unbelievable and unpredictable clues, logics and pleadings, were now in trouble, because there are hardly 11 days to go to complete the fourth time extended life of the Constituent Assembly (CA). By the period of 4yrs time, the CA members were reportedly assembled hardly for 8 to 10 such meetings in which the issue of drafting the new constitution of Federal Democratic system was discussed? More than 7 billions of rupees were reportedly consumed so far in the name of drafting the new constitution. But the CONSENSUS for the purpose, the only assignment given by people to 601 representatives is yet to expect. Will it be really drafted in time and the final constitution will be given to the people?

Mr. Madhav Kumar Nepal, former Prime Minister and the leader of UML-N, another left party and 3rd largest part in CA was still hopeful of extending the life of CA by 44 days more. The CA will keep in work till July 14, 2012 (31st of Asadh, 2069), he predicted.

Now the Constitutional Court:
The chieftains of all the political parties in the CA were now happy for they have compromised in a point at setting up of the Constitutional Court (CC) of the country. The United Democratic Madhesi Front (UDMF) proposed that the Court should be established with the Chief Justice of the Supreme Court as the head of the CC. And the term of the Court will be for five years. The chieftains have taken it as their big adventure so far achieved in their 4yrs of dillydallying efforts. They believe that the Constitutional Court will help solve all the disputes related with big five issues like Federalism, Forms of Government, Election system, Judiciary and Citizenship. The number of members in the body of CC will be decided later and the appointment of the members will be apolitical, the proposal claimed.

Several concepts and ideas about the nature, rights and activities concerned of CC have still being flowed in the discussion held in CA meetings. The largest party has become more than happy for their intension to keep the SC away from the CA affairs would be successful. Similarly, they might be successful even in forming the Government with the President and the Prime Minister of their own being directly elected from the public and the Parliament as per their political gimmicks.

Why the CC?
The Constitutional Court could be a substitution of the Supreme Court (SC), or the Judiciary, one of the three autonomous bodies of the Government. After the last request (the 5th one) for extension of the term of CA filed by the Prime Minister, Dr. Babu Ram Bhattarai and the Chairman of the CA, Mr. Subash Chandra Nemwang, was rejected by the SC, the CA members were not happy with the SC. They were in mood even to impeach the judges of the SC. Thus the biased CA members with the Judiciary had tried to keep the SC almost defunct in the State of Affairs. Unfortunately, they could not do it with. Therefore, the CC has become a best outcome of their cunning ideas, the experts believed. In other words, the CC could be a product like a Test-tube baby of the Maoist leader/s. The CC was supposed to deal with all the concerns of the State Affair that the SC used to look for. They (CA members) wanted that the Legislature should be the only supreme autonomous body of the Government. And the Prime Minister was the only supreme body, who could be accountable to all the affairs took place in the Parliament as per his decision. The Judiciary, the SC wouldn’t be concerned any more for whatever may the Legislative Body does.

Federalism:
There are hardly 11 days to go to complete the term of CA. The President, the Prime Minister and all the political party leaders and the UCPN-Maoist leader, Mr. Prachanda have assured the people to bring the Constitution of Federalism by 27th of May 2012. But CA meetings have been prolonged and prolonged without any conclusion on fixing the numbers of the provinces of the Federal State. The country which is supposed to belong to 7 or 8 or 11 provinces has yet to be concluded even after more than ten similar meetings held last weeks. Whereas, in other hand, the Federalism itself is yet to be cleared well to the people including the 601 CA members themselves and it wouldn’t be possible unless the statute was promulgated.

More Dillydallying:
The new agenda in the Parliament to add a post of a Commandership in the army has come as an another untimely issue at the time when the Constitution writing itself, has no more time even, about 11 days hardly. In the meantime, another new proposal of reintegration of army has been tabled, whereas, the integration work has just being done and more than 6000 Maoist fighters (2/3rd of the remaining total strength of Maoist fighters, as per their claim) have been self retired and other were just integrated in the army.

Safe Landing:
Dr. Babu Ram Bhattarai, the Prime Minister has become successful to form a new Government, reportedly now with consensus of all the political parties. The new Government include four Deputy Prime Ministers all representing each the Maoist party, Nepali Congress, UML-N, another left party and Madhesi Front. He has also achieved the consent of all parties but a few to form 11 provinces/states in the country and a provision to add certain powers for new President of the Country. The observation was made that the present cabinet and the Constituent Assembly was now very much in safe side to promulgate the new constitution and to introduce the Constitutional Court. The new Government could also conduct the elections for the President and the Prime Minister as well, the new proposal stated.

New Constitution:
However, since the top brass have been assuring the people to promulgate the New Constitution, the new constitution could be introduced, no doubt. The new Deputy Prime Minister representing the Nepali Congress in the Cabinet Mr. Krishna Sitaula believes that the new Constitution would be introduced even before the 27th May. The observers, in the meantime believe that the expected new constitution as per assurances made by top brass will not bother to borrow any effort from the related CA members. Because of the time shortage, Constitution writing botheration will go to certain group of experts, no matter whether they are Nepalese or foreigners. The constitution writing could be a part of trade. It would certainly cost a good amount of money.

Last but not the least; Nepali will get the new Constitution! But no one knows what the Constitution will be like?

It’s as clear as crystal that we’ve been hit by a new wave of Nepali movies lately which is definitely a great thing because let’s face it, exclamations like “Oh, I can’t wait for it to release!” and “Man, that was really good” were either meant for Hollywood or Bollywood cinemas.

Yes, we have witnessed a series of locally produced films with fresh concepts and unconventional style of directions but at the same time, we can’t say all of them have managed to impress the audience, although their effort is appreciable. After all, change is a steady process and we can’t expect things to be absolutely different overnight. Anyway, I recently happened to discover a trailer for one of the upcoming films and its title should definitely have you interested. It’s called Facebook.

Supposed to be based on the popular social networking site, Facebook has been produced by Sunil Kumar Thapa and directed by Suraj Subba. The film, which was shot partly in Kathmandu and partly in Singapore, features Rajesh Hamal, Jharana Thapa, Subash Thapa, Wilson Bikram Rai, and Anurag Man Singh Kunwar among others and is set for nationwide release on Shrawan 15. When I caught its poster for the first time, I was kind of very excited because it looked promising. So it got me really expectant and I couldn’t help but watch its trailer. And let’s just say, it didn’t quite meet my expectations.

From the video clip, you can figure out that there’s a bit of love story going on and then alongside it’s also an action/crime thriller which is a staple of almost every Nepali picture. However, I was left wondering to myself, “Where the hell does the FB part come in?” Yeah, there’s actually no sign of the FB thing in the trailer so we can only hope that they’ve saved it in the movie itself. But my main concern is the ditto logo of FB they’ve used. I hope they won’t get in any sort of trouble, even though there isn’t much chance of it.

Sanyukta Shrestha, London based Nepalese bridal designer has become an established name in the UK bridal industry. Regarded as the fast rising star of the industry, she has won various awards Best Wedding Newcomer Award by THE PERFECT WEDDING AWARD 2011 and Bridal Innovation Award by JP SELECTS EXCELLENCE AWARD 2011. Among her counterparts, she differentiates easily due to her brand unique selling point of using eco-friendly materials with the hand-crafted luxury. As a result, the whole collection is driven by a ‘LOVE GREEN-BELIEVE IN ETHICS’ ethos.

Her career has spanned in different countries from Nepal, United Kingdom to Republic of Ireland. Already very popular and established designer in Nepal, she was the official designer for Miss Nepal beauty pageant for many years until she came to England to pursue her fashion degree. In United Kingdom and Republic of Ireland, the height of her success is reaching its peak. Even though she is based in London, she still contributes a great deal to Nepalese economy as the fibres used for her collection are imported from Nepal. We managed to interview her who we found is a very humble and quite busy lady. Let us witness her journey to the stardom together.

1. How was your journey from Nepal to UK in terms of breaking into both fashion markets. What difference did you find between these two fashion market?

Breaking in both markets was not easy but naturally, it was more obvious that breaking into international market was not easy at all especially when you are in a new country with no connection to the fashion field, you need to pave the way for your career.

2. What inspired you to get into fashion designing at the first place?

My passion for art and design.

3. You have previously designed in Miss Nepal, if you get offer to design for Miss Nepal again would you consider designing for them?

Yes, I will.

4. Lakhotia Institute and London College of Fashion is where you studied for your fashion designing. Can you briefly talk about what you managed to grasp and learn from each academic institute?

I studied in both as I did diploma from Lakhotia Institute and degree from London College of Fashion. I guess in Lakhotia, I learn to crawl in the fashion world and in London College of Fashion I learn to walk. It was a natural growth.

5. Did you face any difficulties/hardships during your time in London studying and trying to break into the bridal market?

I guess I chose a long voyage where hardship is part of it. Breaking into international industry is certainly not easy. Many hurdles came but my objective would be just following my path that keeps my journey happy and meaningful.

6. What inspired you into designing bridal gown and head gears?

I have been always passionate about bringing inner beauty of woman through my design. I believe designing for brides is very fulfilling as you tend to become the important part of someone’s lifetime dream.

7. Your whole brand is focused on eco credentials and is USP for your brand. Do you believe people buy more eco-friendly products than non-eco-friendly products at the moment ?

I believe the more people are aware about the benefit of having eco-friendly products than man-made chemically treated products and its impact to our earth and oneself, the growth is inevitable.

8. The materials you use for your clothes do you get them from Nepal?

Yes indeed. Most of Organic and fair-traded natural fabrics like Organic cotton and bamboos, Nettle, hemp, banana fibres are hand-woven in Nepal

9. Talking about Nepali fashion industry, do you feel that there have been any improvements in the industry?

Yes, I can see many emerging talented designers in Nepal and the models. Our Nepali fashion industry will surely grow.

10. What do you like to do in your usual time?

Just to be with my husband and share dreams.

11. Your favourite fashion designer

Late Alexander McQueen & Valentino.

12. Your inspiration

My family!

13. Any plans to go back to Nepal?

Many plans!! Actually I am always up and down in Nepal and UK.

14. Your favourite food

Momo.

15. Any advise to young people aspiring to become fashion designer?

Learn your skill, study hard and try to find a fashion related apprentice work. Get ready for all hurdles that you may find on your way but remember determination, perseverance and believing own self is a key to a goal.

Finally, be prepared that being a fashion designer isn’t glamorous all the time!

The Metropolitan Traffic Police Division (MTPD) of Nepal has found another very reliable way of capitalising on public safety… For months, (MTPD) has been inspecting Driving Under the Influence (DUI) cases, locally popularised as MA PA SE (Madak Padartha Sewan). Policemen and policewomen are stationed at different parts of Kathmandu to check if drivers/riders are driving after alcohol consumption. Drunk driving accidents have been occurring for years but all of a sudden, the police have started being concerned about our safety just now.. and that too, at absolutely no limit! Yes, the alcohol consumption limit while driving here is ZERO. Even if you have a sip and it shows on the breathaliser, you’re busted! And if you get caught, your license is seized, you have to pay a fine of Rs 2000 and take a safety class initiated by MTPD of two hours the next day.

When this inspection process started, the authorities didn’t have the device i.e. breathaliser or breath analyser. They used to make people breathe out right in front of traffic policemen’s face to smell the stench of alcohol. They now say since it wasn’t healthy, they got the device. So my question here is, if they knew the procedure was unhealthy already, how could they start it in the first place? How could they show concern of the public safety while putting their own personnel in duty at risk? Okay, to shed more light on, I’ll explain a scene of a general pre-breathaliser DUI inspection. You ride/drive up to a MA PA SE checking point, then a traffic policeman will ask you questions like “Kaha gayera aunu bhako?” and “K kaam garnu hunchha?”, you know queries that are not really of their concern and carrying out a conversation so that they can get a sniff of your alcohol-inflicted breath. I heard some even took the interrogation to a funnier extent asking “Bhaat khanu bhayo?” or something…LOL

Talking to reporters, MTPD says that once they’ve caught someone drunk driving, the driver is asked to call someone they know to fetch the vehicle and drive it to the respective destination. But that only happens when the driver’s alcohol consumption level is too high and is really not in a conditional to drive. However, in the case of lower levels, they just seize your legal documents and let you go. So if the person is able to drive home safely after drinking a little amount, why impose them of DUI and cause sheer inconvenience? It’s a torture as well when you go to collect your licence the next day. Imagine intolerably long queues for paying the fine as well as to collect your document.

In a country where consuming alcohol is not only about means of socialising but also a part of culture and tradition, although not in a greater amount, to impose a zero-limit is absolutely unjustifiable. Perhaps this zero tolerance can be explained. From the fine collected from every DUI case, personnel get a certain percentage of commission. Even if it’s just a small amount, just imagine how huge it will be after summing up the fines retrieved from all the drunk drivers. While the authorities are getting richer with their share of commissions, restaurants and pubs are facing a loss of millions of rupees because the people are too scared of the MA PA SE to drink. And although the number of road accidents has decreased a lot, it feels like the police are giving unnecessary hassle in the name of our safety.

Oh, BTW, I googled if there were other countries with zero tolerance DUI. Turned out there were but the only difference between those nations and Nepal was of “development”. Maybe MTPD should start catching up on that too?

There are every kind of laws and regulations to protect physical and visible pain. Why is there no law for those invisible pains? If someone breaks your leg, they go to jail. If someone breaks your heart they get away with it..

Some are arrested for murders. Some are arrested for physically harming others. Some even get arrested for trying to kill themselves. The world has made a law, a law that protects an individual from getting harmed by another individual. There are every kind of laws and regulations to protect physical and visible pain. Why is there no law for those invisible pains? If someone breaks your leg, they go to jail. If someone breaks your heart they get away with it..I thought heart values more then a leg…If we compare the pain, the broken heart bears much more and longer pain then a broken leg does. There are rules and regulations of all kind. Why is there no rules for breaking someone’s heart, for making someone cry, for deceiving, for lying. Since there is no rules, perhaps its ok to do such things. Do people really have the right to break others hurt? To pain them, to make them miserable? And then to leave, Just leave?

Its a strange world we live in. If you have a broken leg, you call 911. You can go see a doctor, who can help you. You can see the broken leg, so there are many measures you can take. But if you have a broken heart, there is no one you can call, no one who can come and help, no one who can heal the pain. There is no doctor who can fix it. Your heart can cry and bleed all that it wants, there aint nothing you can do coz you just cant see it. Since everything that can be seen and touched has more value then anything else. How nice would it be, if anything unseen didn’t exist at all. There would be no pain.

Why do people go through the pain they don’t deserve? There are all sorts of tools that answers every kind of questions, however there aint no tool that will answer my question. I wonder sometime, if there was actually a law that would punish people for breaking hearts and hurting others, many hearts would probably be alive today. Its the good heart that usually gets hurt, its the bad people who always does wrong. I think people are what they are, they dont have to try hard to be bad or good. Are we been wrong all this time? Is this a world of evil? What if being good is actually a bad thing? Can good still try and be bad? I actually have an answer to this. And the answer is “No”. A good can be hurt million times, a good can cry hundred of rivers, yet a good can never be bad. But I still wonder, Is there a 911 that handles a broken heart case? If evidences are required, evidences do exist. Its just that they are Invisible.
