Joint Secretary at the Higher Secondary Education Board (HSEB) Devi Prasad Barakoti was caught red-handed for accepting bribe and arrested by the Commission for the Investigation of Abuse of Authority (CIAA) at his office in Sanothimi, Bhaktapur on Sunday (February 2, 2014).
